Chicago Police Department Response to Troubled Buildings in our Neighborhood!

This letter was received via email from CPD Officer Freeman who is responsible for "vacant buildings" in response to the Calumet Heights Community Coalition's concern about properties in our neighborhood.

Greetings Reverend Biekman,

We of the 004th District Vacant Building Team appreciate your concerns and have inspected the 8300-8400 block of Constance addresses you provided. We found that although they are in need of some cosmetic care and maintenance, they do not present problems that require the intervention of the Police Department, or City Services.

In brief, the city defines a vacant property as a building "lacking habitual presence" of human beings who have a legal right to be on premise. Or, a building where lawful business operations have "ceased or are substantially devoid of content."

A good way to address these community concerns would be through a local block club. Residents have had much success in collectively resolving some of these types of issues. If there is not a block club in place, the City’s Community website,
https://portal.chicagopolice.org/ is a great link, full of information regarding the formation of block clubs and so much more. Your local Chamber of Commerce is also a good resource when addressing matters of neighborhood beautification. Perhaps a letter can be sent to residents by either the Chamber or a local block club commenting on the maintenance of the properties, which may inspire residents to do a bit more to keep things up a bit, or even identify those residents which may be in need of other assistance such as our Seniors. This information will help you get started, and thank you for your involvement in the 004th District Community.

Please feel free to contact me or the 004th District CAPS office anytime.

Sincerely,

P.O. C. Freeman #18353
